The FDA detected harmful pathogens at 21 percent of ice cream production facilities inspected during a yearlong assessment
it initiated after a string of recalls and a deadly 2015 listeria outbreak.on Wednesday, said it conducted environmental testing at 89 ice cream facilities between September 2016 and August 2017. Listeria monocytogenes was found in 19 of these plants while only one contained salmonella. The facilities inspected account for 16 percent of all U.S. ice cream manufacturers.

The agency documented “objectionable“ conditions or practices at slightly more than half, or 45, of the plants it inspected; it said 39 of those 45 facilities were permitted to address the problems without official action.
Before the agency launched its assessment, there had been 16 recalls of ice cream products since 2013 that were due to the presence of pathogens. And in 2015, a multistate listeria outbreak linked to Blue Bell ice cream claimed the lives of three people and led 10 others to be hospitalized. The FDA said its inspections were not conducted to ensure compliance with the Food Safety Modernization Act. The agency launched the assessment about a month before larger food facilities were required to comply with the law, and one to two years before smaller businesses had to comply.
