WASHINGTON—House Democrats will seek to move beyond internal divisions over how best to combat climate change and unify behind a bill aimed at preventing President Trump from exiting the Paris Agreement.

The bill, set for a vote Thursday, would require the Trump administration to submit an annual plan to Congress for meeting the U.S. commitment to the Paris Agreement, which the U.S. joined under President Obama and seeks to limit average global temperature increases to 2 degrees Celsius.
