Francis Cissna as director of U.S. Citizenship and Immigration Services and is tapping former Virginia Attorney General Ken Cuccinelli to replace him, White House officials said late Friday.
Senior officials in the administration have complained that Mr. Cissna, seen as a hard-liner by many in immigration-policy circles, hasn’t moved fast enough in limiting work authorization for people lodging asylum claims as well as overhauling the H-1B program for highly skilled workers. After serving in the Virginia state Senate, Mr. Cuccinelli was the state’s attorney general from 2010 to 2014. In that position, he challenged in court the Obama administration’s policy initiatives including the Affordable Care Act.
