Britain voted by a narrow margin in June 2016 to leave the EU but parliament has been unable to agree on how this will be managed, prompting calls for a second referendum. Borrell said another referendum did not guarantee a different outcome. But a rise in the number of eligible young voters, who tended to vote remain, and a fall in the number of older voters, more likely to choose Brexit, could tip the balance, he said.
