Democratic presidential candidate Sen. Kamala Harris looks to differentiate herself from rivals with planned workaround for 'near-universal background checks' on gun sales

WASHINGTON—Democratic Sen. Kamala Harris promised to take executive actions if elected president in 2020 that would bypass Congress in regulating the flow of guns in the U.S. should lawmakers not pass the gun-control measures she supports.

Ms. Harris, who was speaking during a televised CNN town hall Monday night, said she would direct government agencies to write new rules if Congress doesn’t pass a gun bill in the first 100 days of a Harris administration.
