First, there are the customary disagreements about the total amount of defense spending and program changes.
Congress will be in a quandary on backfills because many will recoil at the thought of supporting the wall, even indirectly, but the military will point out that the decision to backfill does not affect the wall at all but does affect military readiness and quality of life.Last year the president directed troop deployments to the Southwest border to supplement law enforcement agencies.
The Navy will retire one aircraft carrier early in order to begin a shift away from carriers and towards other concepts such as distributed operations and unmanned systems.
