“The Committee expects full compliance with its requests as soon as possible, or it may become necessary to consider alternative means to compel compliance,” House Oversight Chairman Elijah Cummings said.
Congressional Democrats have already begun probing the security clearance process at the White House, and Thursday night’s report by The New York Times that the president ordered his son-in-law and senior adviser Jared Kushner to receive a top-secret security clearance—against the concerns of intelligence and senior administration officials—has Democrats prepared to subpoena documents and witnesses.

Photo by Alex Wong/Getty Images House Intelligence Committee Chairman Adam Schiff, a Democrat, said this was the “latest indicator of the President's utter disregard for our national security and for the men and women who sacrifice so much every day to keep us safe. Worse still was the White House's oft-repeated lie that Kushner had been granted the clearance at the conclusion of a normal process.”
Citing Kelly’s concession in February 2018 that there were major “shortcomings” in the security clearance process, Cummings sent a letter to the White House in January requesting documentation on the policies, protocols and practices pertaining to background checks and various levels of security clearances.
