TRENTON, N.J. — In a major defeat for New Jersey Gov. Phil Murphy on one of his signature issues, state Senate President Steve Sweeney on Monday canceled a scheduled vote on legislation to legalize recreational marijuana and broaden expungements of past offenses.

“Governor Murphy has shown real leadership in driving this issue. He worked with Speaker [Craig] Coughlin, with me and with the bill’s sponsors and social justice advocates in a shared commitment to change failed drug laws and reform the criminal justice system,“ Sweeney said. “This fight is not over. We need to learn from this experience and continue to move forward.

The bill’s prospects were fading Monday morning. While there was still hope for securing the 21 votes necessary for passage in the upper house, one legislative source said they were close to “waving the white flag” on putting the legislation up for a vote on Monday afternoon. Another source close to the whip process pegged it at closer to 20 votes as of Monday, though that soft count included Sen. Paul Sarlo , who told POLITICO at 10:30 a.m. he still planned to vote no.
