Another unfortunate example of nuclear illiteracy resulted from a series of yes-or-no questions from the former chairman of the strategic forces subcommittee, who appeared to try to get the panelists to confirm his belief that there is no correlation between U.S. nuclear reductions and what other nuclear-armed states do.

Both sides overwhelmingly did what they promised. Only in one category – ground-based tactical nuclear weapons - did Russia not quite follow through. They eliminated many, but not all, as they had promised. Instead, they have kept some and added more. Now, the Trump administration has decided to also go back on the U.S. promise not to develop new types of sea-launched cruise missiles. As a result, both sides will have violated the PNIs.
