The game does not factor in level 1 gear, so you can literally remove every item you have except for one piece of 75 power legendary gear, and you will have the max power score of 75. The problem is that getting to power level 75 is really the only thing that matters. 75 level items have such a boost associated with them that they make almost all inscriptions or other perks useless, short of ones that increase your overall total javelin damage.
